Commissioner of Social Services shall study restructuring Medicaid reimbursement for home health care agencies from flat-rate to acuity-based model effective July 1, 2015.

Acuity-based model must reimburse agencies based on Medicaid beneficiary health care needs and support deinstitutionalization efforts through the Money Follows the Person demonstration project.

Study shall examine impact of existing Medicaid provider rates on quality of home and community-based services and provider recruitment and retention for licensed home health care, home health aides, and adult day care.

Study shall review implications of basing Medicaid reimbursement on a percentage of Medicare rates, with alternative rate recommendations for services not covered by Medicare.

Commissioner may collaborate with home and community-based provider associations and must report findings to the joint standing committee on human services by December 1, 2015.
