Repeals outdated rate-setting provisions for home health care agencies and homemaker-home health aide agencies dating from 1991-1993, effective July 1, 2015.

Requires the Commissioner of Social Services to restructure Medicaid reimbursement for home health services to reflect the Medicare model, including adjusting base rates by geographic region and ensuring access and capacity.

Directs the commissioner to address increased need for pediatric home health care services under the new reimbursement model.

Adds pediatric home health care services as a category eligible for increased fees upon agency application demonstrating extraordinary costs.

Changes publication requirements for regulations from the Connecticut Law Journal to the Department of Social Services website and eRegulations System.
