Increases the state grant for municipalities with contracts for phosphorus removal projects to 65% (up from 50%) of eligible project costs for discharges at or below 0.2 milligrams per liter.

Maintains the existing 20% grant for balance of project costs not related to phosphorus removal and allows loans for remaining costs up to 100% of eligible project costs.

Applies to contracts entered into by municipalities on or before July 1, 2018 for phosphorus removal projects.

Prioritizes funding first to projects with the lowest permitted phosphorus discharge limits, then to those removing the greatest amount of phosphorus measured in pounds per year.

Effective July 1, 2015; intended to assist municipalities that have already contracted for phosphorus reduction improvements to better afford associated costs.
