Establishes an advisory council on nutrition education to advise the Commissioner of Public Health on childhood nutrition and development of nutrition education programs for school districts effective July 1, 2015.

Council membership includes eight appointed positions: a certified dietitian-nutritionist, pediatrician, medical researcher, school nurse, psychiatrist, licensed clinical social worker, Department of Education representative, and State Board of Education member.

Includes joint standing committee chairpersons (or designees) related to public health as members, plus the Commissioner of Public Health as an ex-officio nonvoting member.

Requires appointments within 30 days of the effective date, with the first meeting scheduled by September 1, 2015; members receive no compensation except reimbursement for necessary expenses.

Council must submit annual reports to the joint standing committee on public health beginning January 1, 2016, containing recommendations on childhood nutrition and school meal options.
