Requires transfer of net General Fund revenue exceeding the statement of estimated revenue in the most recent state budget act, based on the revised consensus revenue estimate issued January 15th.

Mandates transfer of any amounts received from sales of surplus state property into the Budget Reserve Fund.

Requires transfer of net General Fund revenue from the April 30th revised consensus revenue estimate that exceeds the January 15th estimate, excluding amounts already transferred under the January requirement.

Mandates transfer of any unappropriated General Fund surplus remaining after the fiscal year closes and after other legally required transfers have been deducted, as determined by the Comptroller.
