Establishes the Thousand Acres Brownfield Cleanup Campaign requiring the Commissioner of Economic and Community Development to identify, remediate, repurpose and market brownfields in the state.

Authorizes seventy-five million dollars in bonds annually for ten years to fund the campaign, with up to eight million dollars designated for remediation and certification of the former Norwich Hospital property.

Requires the Commissioner to establish a working group of business owners, legislators, and agency staff to identify properties for inclusion in the Thousand Acres Campaign.

Terminates the first five plus program.
