Amends section 16-32h of the general statutes to require the Public Utilities Regulatory Authority to establish industry-specific emergency performance standards for electric utilities serving customers with serious health conditions.

Standards must prioritize and expedite service restoration for customers diagnosed with serious health conditions, reducing outage duration and disruptions.

Requires each utility to maintain an updated list of customers with serious health conditions.

Mandates utilities publish information on their websites explaining how customers can notify them of serious health conditions.

Requires utilities to provide staff training on prompt service restoration procedures for customers with serious health conditions; effective October 1, 2015.
