Only certified pesticide applicators may apply pesticides on state agency property, with exceptions for emergency applications to eliminate immediate threats to human health (mosquitoes, ticks, stinging insects) if the controlling authority determines it necessary and impractical to obtain a certified applicator.

Lawn care pesticides are prohibited on state agency grounds except in emergencies, but microbial pesticides, biochemical pesticides, horticultural soaps/oils, and EPA-exempt materials are excluded from this prohibition.

State agencies must provide public notice at least 24 hours before pesticide application on their property, posted on the agency's website, including the active ingredient name, target pest, location, and application date.

Each pesticide application notice must be maintained by the controlling authority for five years and made available to the public.

Expands definitions of "pesticide" and "lawn care pesticide" in education statutes to include microbial and biochemical pesticides, and clarifies containers must be tamper-resistant.
