Establishes the Connecticut Fish Hatcheries and Recreational Fisheries Trust, effective July 1, 2015, to receive and disburse funds for state fish hatcheries and recreational fisheries programs.

Trust funds are held separately from state funds with no state claim or obligation; State Treasurer administers receipts, maintenance, and disbursements directed by the Commissioner of Energy and Environmental Protection.

Adds a donation checkbox to fishing license applications allowing applicants to voluntarily contribute to the trust in addition to license fees.

Creates a task force to study recreational fisheries sustainability and recommend a dedicated revenue source for the trust, including examination of dedicating a percentage of fishing license fees.

Task force must submit findings and recommendations by February 1, 2016, consisting of 11 members appointed by legislative leaders, the Governor, and relevant state officials.
