Prohibits manufacturing personal care products containing synthetic plastic microbeads for sale effective December 31, 2017, and prohibits accepting such products for sale effective December 31, 2018.

Prohibits manufacturing over-the-counter drugs containing synthetic plastic microbeads effective December 31, 2018, and prohibits accepting such drugs for sale effective December 31, 2019.

Defines "personal care product" as articles applied to the human body for cleansing or beautifying purposes, excluding prescription drugs.

Defines "synthetic plastic microbead" as intentionally added nonbiodegradable solid plastic particles smaller than five millimeters used to exfoliate or cleanse in rinse-off products.

Aims to protect consumers by regulating the manufacturing and sale of synthetic plastic microbeads.
