Expands the small contractor set-aside program to include municipalities, requiring them to set aside at least 25% of total contract value for small contractors and minority business enterprises, effective October 1, 2015.

Adds definitions for "municipality," "quasi-public agency," "awarding authority," and "public works contract" to clarify program scope and coverage.

Requires municipalities to submit annual set-aside program goals reports by August 30, 2016, and quarterly status reports by November 1, 2016, with subsequent reports due quarterly thereafter.

Applies program requirements to state agencies, quasi-public agencies, and municipalities with total annual contract values exceeding $10,000, with exemptions for federal law conflicts and goods/services not customarily available from small contractors.

Repeals section 7-148u and amends the definition of "public works contract" in section 46a-68b to align with expanded program coverage.
