Commissioner of Social Services must submit Medicaid waiver applications and state plan amendment proposals to joint standing committees on human services and appropriations before submitting to the federal government, effective July 1, 2015

Joint standing committees must hold a public hearing on waiver applications within 30 days of receipt, or notify the commissioner within 30 days whether they intend to hold a hearing on state plan amendments (with hearings scheduled within 60 days of receipt)

Commissioner must publish notice in the Connecticut Law Journal and on the Department of Social Services website 30 days before submitting waiver or amendment applications to the General Assembly, allowing 30 days for public written comments

If joint standing committees deny a waiver application or amendment, the commissioner cannot submit it to the federal government; if committees do not respond within 30 days, the application is deemed approved

Commissioner must include all public comments and a complete transcript of joint standing committee proceedings with any waiver application or amendment submitted to the federal government
