Increases the maximum number of regional economic development districts from eight to nine, effective October 1, 2015.

Changes the definition of eligible entities establishing districts by replacing "regional planning organization" with "council of governments" as defined in section 4-124i.

Simplifies district boundary requirements by removing provisions requiring contiguity with former county government regions and compliance with federal distress requirement provisions in 13 CFR 301.3(a)(1).

Retains the requirement that district boundaries encompass one or more planning regions as designated under section 16a-4a.

Requires approval from the Commissioner of Economic and Community Development, Secretary of the Office of Policy and Management, and the Assistant Secretary of Economic Development of the U.S. Department of Commerce before establishing a district.
