Establishes a nonlapsing organ and tissue donation awareness account within the General Fund to collect and allocate donations for awareness programs.

Allows the Commissioner of Motor Vehicles to collect voluntary $2 donations on motor vehicle registration and renewal applications, with moneys deposited into the awareness account.

Requires allocation of collected funds with at least 65% to nonprofit organizations focused on organ and tissue donation education, up to 15% to the Department of Motor Vehicles for promotional costs, and up to 20% to an advisory council for awareness programs in secondary schools.

Limits reimbursement to the Department of Motor Vehicles for registration application costs to $10,000, with reimbursement occurring no later than July 1, 2016.

Takes effect July 1, 2015 for account establishment and October 1, 2015 for the registration and renewal application donation notice requirements.
