Prohibits use of electronic nicotine delivery systems and vapor products in state and local government buildings, health care institutions, retail food stores, restaurants, bars, schools during school hours, child care facilities, elevators, college dormitories, and dog race tracks effective October 1, 2015.

Exempts correctional facilities, psychiatric facility smoking areas, certain retail establishments selling these products, employer smoking rooms, outdoor areas of bars with 75% non-smoking seating, and tobacco bars that generated at least 10% of annual gross income from tobacco sales as of December 31, 2015.

Allows hotels and motels to designate not more than 25% of guest rooms where electronic nicotine delivery systems and vapor products may be used.

Requires property operators to post conspicuous signs indicating that use of these products is prohibited, with violations constituting an infraction.

Directs the joint standing committee on public health to hold a public hearing within 30 days of the FDA finalizing rules on tobacco products to review the rules and recommend any necessary state legislation.
