Amends general statutes to create a new offense of second-degree manslaughter with a motor vehicle when a driver using a hand-held mobile telephone or mobile electronic device causes another person's death.

Applies to deaths caused while the driver is engaged in a call or using a mobile electronic device.

Establishes the same criminal penalties for texting or hand-held phone use fatalities as currently exist for driving under the influence fatalities.

Referred to the Committee on Transportation during the January 2015 session.
