Restricts 16-17 year old drivers from transporting more than parents/legal guardians or one licensed instructor/experienced driver (4+ years licensed) for the first six months after license issuance.

Allows transportation of immediate family members in addition to the above restrictions for months six through twelve after license issuance.

Prohibits motorcycle passengers for six months after endorsement issuance and restricts operation between 11:00 p.m. and 5:00 a.m. unless traveling for employment, school, religious activities, or medical necessity.

Exempts active volunteer firefighters, ambulance service members, and emergency medical service responders, as well as Safe Ride program drivers, from passenger number and nighttime driving restrictions.

Requires parents or guardians of permit applicants under age 18 to attend two hours of safe driving instruction (covering statutory provisions, teenage driving dangers, and parental responsibilities), with an exemption allowing them to satisfy this requirement only once per three-year period.
