Department of Transportation must conduct a study of the current permitting process for motor vehicles in livery service under section 13b-103 of the general statutes.

Study shall evaluate the regulatory interest in the permitting process and identify how it may be improved.

Department must report findings and recommendations for statutory changes to the joint standing committee on transportation by January 1, 2016.

Purpose is to encourage greater competition in the livery services industry.
