Establishes a "drive only" motor vehicle operator's license for applicants who cannot prove legal U.S. presence or provide a Social Security number, if they submit proof of residency and either two forms of primary identity proof or one primary and one secondary form of identity proof.

Requires applicants to file an affidavit attesting they have filed or will file an application to legalize their immigration status as soon as eligible.

Prohibits issuance of such licenses to applicants convicted of any felony in Connecticut, with background checks completed within 30 days of passing a knowledge test.

Marks licenses with "for driving purposes only" restriction and notation that they are not acceptable for federal identification or voting purposes, with voting language added to license back upon renewal for licenses issued before July 1, 2016.

Licenses expire every 3-6 years and require personal appearance and proof of residency for renewal; only certified documents and English translations are acceptable, with no photocopies permitted.
