Repeals and replaces Section 4a-57a of the general statutes, effective October 1, 2015, governing the disposition of surplus state property including motor vehicles.

Maintains the existing process for offering surplus property to municipalities and transit districts first, then to the public, with donation to nonprofit organizations as an alternative if unsold.

Restricts the sale of constructive total loss vehicles and salvage-only vehicles at auctions to licensed salvage dealers and auto recyclers only.

Requires the Commissioner of Administrative Services to offer motor vehicles from the state interagency motor pool to disadvantaged veterans free of charge before offering them to the public, with vehicles distributed in the order applications are received.

Defines "disadvantaged veteran" as a person honorably discharged from active military service who is either homeless or has been unemployed for at least 26 consecutive weeks.
