Establishes veteran preference in rental assistance programs for applicants who are "preference eligible" under 5 USC 2108, when applicants have substantially equal housing needs and eligibility.

Extends the same veteran preference to housing authority projects for admission to low-income rental housing.

Applies veteran preferences only to applicants applying on or after the effective date of the act (October 1, 2015).

Restructures Section 8-45 to reorganize subsections into a clearer format while maintaining existing requirements for housing authority rental rates and income limits.

All amendments take effect October 1, 2015 and apply to Sections 8-345, 8-45, and 8-48 of the general statutes.
