Provides free lifetime passes to Connecticut residents who are disabled veterans, allowing free admission, parking, and boat access parking at state parks, forests, and recreational facilities.

Defines "disabled veteran" according to subsection (a) of section 27-103 under Connecticut law.

Maintains commissioner authority to exclude parks wholly managed by private concessionaires and to charge fees for special events.

Applies to residents aged 65 and older and disabled veterans, issued without fee upon application.

Effective October 1, 2015.
