Establishes a task force to study the feasibility of implementing a state rapid rehousing program for veterans, modeled on the federal Homelessness Prevention and Rapid Re-Housing Program.

Task force shall examine financial assistance and services to prevent veteran homelessness, funding mechanisms, rental assistance, and housing stabilization services including mediation, credit counseling, deposits, utility payments, and case management.

Task force consists of 8 members: two each appointed by the Speaker and President Pro Tempore of the Senate, one each from majority and minority leaders of both chambers, plus the Commissioners of Veterans' Affairs and Housing.

All appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled no later than 60 days after passage.

Task force must submit findings and recommendations to the joint standing committees on veterans' affairs and housing by January 1, 2016, and shall terminate upon submission of the report or January 1, 2016, whichever is later.
