Requires the Commissioner of Social Services to increase the fee schedule for meals on wheels under the Connecticut home-care program for the elderly effective July 1, 2015, to reflect reasonable costs of providers and minimize copayments for participants.

Changes the Commissioner's authority regarding fee schedule increases for homemaker services, chore person services, companion services, respite care, meals on wheels, adult day care services, case management, transportation, mental health counseling, and elderly foster care from discretionary ("may") to mandatory ("shall") annual increases based on cost of services.

Removes outdated rate-setting provisions from 1991-1993 and updates notification requirements for implementing policies and procedures to use the Department of Social Services Internet website and eRegulations System instead of the Connecticut Law Journal.

Maintains the existing July 1, 2000 requirement for a two percent increase to the home health services fee schedule and the July 1, 2011 requirement for a four-dollar-per-person-per-day increase for adult day care services.
