Amends Section 17b-342 of the general statutes to allow the Commissioner of Social Services to provide retroactive Medicaid payments for eligible home-care clients up to three months before the date they applied for medical assistance.

Requires retroactive payments to comply with 42 CFR 435.915 and prohibits retroactive coverage if the applicant made an asset transfer for less than fair market value within sixty months before applying.

Establishes penalty period rules aligned with federal law (42 USC 1396p(c)(1)(D)(ii), requiring the penalty to begin on the later of the transfer date or the application date when the applicant would otherwise be eligible.

Defines "penalty period" with reference to Section 17b-261q and maintains the requirement that eligible individuals apply for and accept medical assistance benefits when requested by the department.

Takes effect July 1, 2015.
