Reorganizes Connecticut General Statute Section 17a-310 to restructure grant purposes while maintaining existing eligibility for cities, towns, agencies, and organizations serving elderly persons.

Requires the Commissioner on Aging to prioritize grants for transportation services for elderly persons in communities with populations exceeding 100,000 persons, effective July 1, 2015, within available appropriations and federal law limitations.

Preserves existing grant purposes including community planning, demonstration programs, personnel training, service centers, recreational activities, and counseling services for elderly persons.

Makes technical revisions to statutory language including reformatting numbered subsections and updating grammatical phrasing while maintaining substantive meaning.
