Amends section 4-70b of the general statutes to reform reimbursement rates for health and human services contracts purchased by the state.

Allows human service providers to bid on contracts using uniform reimbursement rates based on the actual cost of services provided.

Requires the state to review rates and cost standards every two years to account for inflation or changes in the consumer price index for urban consumers.

Establishes an appeal process for providers to challenge rates that do not reflect actual service costs.

Mandates consideration of state mandate costs, changes in reasonable costs of goods and services, and geographic differences in wages, benefits, and housing costs when establishing reimbursement rates.
