Restricts firearm use by municipal and state police to situations where all other means are insufficient and the officer reasonably believes use is necessary to defend themselves or another person from death or serious physical injury.

Permits firearms use to arrest or prevent escape of a person reasonably believed to have committed or attempted a felony involving serious physical injury or death, only after the officer identifies themselves by voice and warns of intent to use deadly force.

Authorizes firearm use to euthanize animals presenting immediate serious physical threat to officers or others, or animals so severely injured that immediate removal from suffering is necessary.

Prohibits firearm use in circumstances where innocent persons could be endangered by such use.

Prohibits firearm use against individuals reasonably believed to be under sixteen years of age, except to defend against imminent use of deadly physical force.
