Establishes a State Firearms Discharge Board of Inquiry consisting of 13 members: 9 civilians and 4 law enforcement officers.

Board examines incidents involving firearms discharges by sworn police officers while on or off-duty, including service weapon use in domestic situations.

Excludes from review accidental discharges, training-related discharges, and on-duty discharges that do not endanger persons.

Board also reviews incidents involving discharge of chemical munitions and less-lethal munitions by on-duty officers that cause serious physical injury or death.
