Requires each state-funded or state-operated juvenile justice facility to develop and implement an evidence-based framework for continuous quality improvement.

Mandates facilities collect and report data on conditions of confinement, rehabilitation and treatment goals achieved, and discharge and reentry outcomes.

Directs facility data be provided to the Juvenile Justice Policy and Oversight Committee, facility advisory committees, applicable agencies, and the Office of the Child Advocate.

Amends section 17a-6 to ensure facility advisory committee membership is statutorily appointed and that committee recommendations be submitted to both the Department of Children and Families and the Juvenile Justice Policy and Oversight Committee.
