Amends section 18-98e of the general statutes to prohibit persons convicted of specified serious felonies from earning risk reduction credits toward sentence reductions.

Excludes 15 categories of crimes from risk reduction credit eligibility, including manslaughter, assault, sexual assault, kidnapping, burglary, arson, and robbery in the first degree.

Bars persistent operating while under the influence (DUI) felony offenders from participating in the earned risk reduction credit program.

Stated purpose is to protect the public by preventing individuals convicted of serious felonies from obtaining sentence reductions through the earned risk reduction credit program.
