Establishes a pilot program by July 1, 2015 under the Commissioner of Developmental Services for persons with developmental disabilities and autism spectrum disorder who require high-level clinical services and have been difficult to place due to behavioral needs.

Provides coordinated individualized services including behavior management through applied behavior analysis, coping skills training, 24-hour on-site clinical oversight, and other tailored services integrated into community group settings.

Requires service providers to demonstrate experience managing challenging behaviors including aggression, self-injury, and property destruction, with all direct care staff trained in applied behavior analysis, medication administration, and crisis intervention.

Limits pilot program to a maximum of 24 persons with no more than 6 persons per group home; Commissioner of Developmental Services shall establish per diem fees for services.

Requires the Commissioner to report findings to relevant legislative committees by January 1, 2017 regarding the pilot program's results.
