Effective July 1, 2015, motor vehicle registrations shall expire according to schedules established by the commissioner, with renewal applications sent at least 45 days before expiration.

Beginning January 1, 2017, certificates of registration cannot be issued until the commissioner receives proof of compliance with vehicle inspection, safety, and insurance requirements.

The commissioner may process registration renewals at official emissions inspection stations and by telephone, with a $5 service fee authorized for telephone renewals.

Establishes a "registration system account" within the Special Transportation Fund to receive a $1.50 fee per motor vehicle registration, with funds used to establish the new registration system.

A prorated registration fee shall be charged if a staggered expiration system results in registrations expiring more than two years from issuance.
