Increases civil penalties for foreclosed property owners who fail to register within thirty days of acquiring title to one thousand two hundred fifty dollars per violation, up to a maximum of twenty-five thousand dollars per property.

Allows municipalities to issue notices requiring remediation of code violations on foreclosed properties and authorizes municipalities to file civil actions in Superior Court to collect penalties, with penalties payable to the municipal treasurer.
