Directs the joint standing committee on education to study the impact of Social Security benefit offsets against teachers' retirement benefits under the federal Windfall Elimination Provision.

Requires consultation with the Teachers' Retirement Board during the study.

Mandates the study consider the ineligibility of retirees to collect Social Security benefits for employment outside the teachers' retirement system.

Mandates the study consider the impact of offsets on Social Security survivor benefits for spouses of teachers' retirement system retirees.

Requires the committee to submit recommendations to the General Assembly based on findings.
