Repeals the limit restricting school districts to reducing budgeted appropriation for education by no more than one-half of one percent when experiencing declining student enrollment.

Increases the multiplier used to calculate budget reductions for towns with decreasing resident student populations from $3,000 to $6,000.

Allows school districts greater flexibility to reduce education budgets in proportion to the degree of student enrollment decline.

Applies to subsection (d) of section 10-262i of the general statutes.
