Prohibits vendors, suppliers, or licensors of computer-assisted mass appraisal systems from removing software or revoking licenses from municipalities between revaluation periods, except for just cause termination.

Permits municipalities whose systems are removed to use previous grand list assessments (adjusted for new construction, subdivision, or merger) until a new system is installed.

Allows municipalities to install new systems and convert previous assessment data if resulting assessments remain within $1,000 or 2% of the previous assessment, whichever is less, without triggering a formal revaluation.

Grants affected municipalities a five-month extension of revaluation deadlines upon written notification to the Secretary of the Office of Policy and Management.

Allows any municipality with a revaluation deadline in 2014, 2015, or 2016 to delay that deadline to 2017 and the subsequent revaluation to 2022.
