Repeals and replaces Section 17b-320 of the general statutes, effective April 1, 2016, to modify the resident day user fee structure for nursing homes.

Adds new definition of "Medicaid pending day" as a day of nursing home care for an individual who has applied for Medicaid but has not yet been determined eligible.

Requires nursing homes to report both resident days and Medicaid pending days quarterly to the Commissioner of Revenue Services by January 31, April 30, July 31, and October 31.

Allows nursing homes to exclude Medicaid pending days from the resident day user fee initially, but requires retroactive payment of the user fee upon receipt of Medicaid funding for an eligible applicant or upon determination that the applicant is ineligible.

Maintains existing penalties of ten percent or fifty dollars (whichever is greater) plus one percent monthly interest for late payment of user fees.
