Repeals restrictions in Section 20-526 of the general statutes effective October 1, 2015, exempting licensed real estate brokers and salespersons from appraiser certification requirements when estimating real estate value.

Allows real estate brokers and salespersons who are not certified or licensed provisional appraisers to estimate property value for a fee without holding themselves out as appraisers.

Permits brokers and salespersons to perform comparative market analyses, provide price opinions, or estimate real estate value in the ordinary course of business, provided such work is not referred to or construed as an appraisal.

Distinguishes between broker price opinions and formal appraisals, clarifying that value estimates by non-appraiser brokers and salespersons do not constitute appraisals under state law.
