Repeals and replaces Section 14-52b to clarify licensing requirements when manufacturers cancel franchises with new car dealers, requiring dealers to surrender licenses unless they hold additional franchises or contest the action.

Prohibits manufacturers from holding new or used car dealer licenses, with exceptions for temporary dealer operations and rental companies selling used vehicles from their fleet.

Creates a new exception allowing electric vehicle manufacturers to obtain new or used car dealer licenses if they have no franchise agreements with other dealers, manufacture only electric vehicles, were operating in the state as of January 1, 2014, and operate at no more than three locations.

Permits the Commissioner of Motor Vehicles to extend temporary manufacturer dealer licenses for up to one additional year (maximum two years total) if the manufacturer is actively attempting to sell the dealership to a qualified buyer.

Updates definitions of "new car dealer" and "used car dealer" to include manufacturers and manufacturer-controlled entities licensed under the new exceptions, effective October 1, 2015.
