Establishes regulatory framework for transportation network companies (TNCs) that provide prearranged rides through digital platforms, effective July 1, 2015.

Requires TNCs to register annually with the Commissioner of Transportation for a $5,000 fee and comply with passenger safety, nondiscrimination, and accessibility requirements.

Mandates TNC drivers pass background checks (including national criminal history and sexual offender registry searches), meet age and licensing requirements, and prohibits those with more than three moving violations in three years or certain criminal convictions within seven years.

Requires TNC drivers to maintain motor vehicles that pass biennial safety inspections and carry minimum liability insurance of $50,000 per person and $100,000-$300,000 per accident depending on passenger capacity.

Makes unlicensed for-hire transportation in personal vehicles a Class A misdemeanor and excludes TNC vehicles from taxicab and livery service regulations.
