Commissioner of Housing shall conduct a study of emergency backup power provision at public housing for the elderly, effective July 1, 2015, within available appropriations.

"Public housing for the elderly" is defined as any building where 50% or more of units are rented to persons age 62 and older under programs created or financed under chapter 128 of the general statutes.

Study must include an inventory of elderly public housing in each municipality (number of units, locations, types), plans for emergency backup power, recommendations for implementation, and estimated costs.

Commissioner of Housing must report findings and recommendations to the joint standing committees on aging, housing, and public safety by January 1, 2016, in accordance with section 11-4a of the general statutes.
