Eliminates outdated rate-setting provisions from 1991-1993 for home health care agencies and homemaker-home health aide agencies in Connecticut.

Requires a minimum 2% fee schedule increase effective July 1, 2015, for the Connecticut home-care program for the elderly and the pilot program for persons with disabilities under section 17b-617.

Directs the Commissioner of Social Services to determine an additional fee increase based on the cost of services by June 30, 2016, to be implemented in fiscal year 2017.

Changes section 17b-343 to require the commissioner shall (rather than may) annually increase fees in the fee schedule based on cost of services increases.

Updates regulatory notice requirements to be published on the department's Internet website and eRegulations System instead of the Connecticut Law Journal.
