Expands the Commission for Child Support Guidelines from eleven to thirteen members, effective October 1, 2015.

Adds two new positions to the commission: the Child Advocate (or designee) and the director of the Bureau of Child Support Enforcement (or designee).

Requires the Commissioner of Social Services to provide staffing, administrative support, and funding for economic studies conducted by the commission.

Commission continues to issue child support and arrearage guidelines every four years, ensuring support orders are based on both parents' income and the obligor's ability to pay.

Requires at least nine members present for commission actions to be valid, allowing vacancies without invalidating official actions.
