Defines "gift card" as a prefunded record evidencing a promise to provide goods or services, excluding general-use prepaid cards, charitable donations, loyalty program cards, paper certificates, and cards from out-of-state retailers.

Requires merchants to provide a cash refund for remaining gift card balances under $10 upon customer request after a purchase.

Establishes penalties for non-compliance: $100 for first offense, $200 for second offense, and $250 for each subsequent offense.

Takes effect October 1, 2015.
