Removes a comma from language requiring the Department of Education, Board of Regents for Higher Education, and Board of Trustees for The University of Connecticut to work with the Department of Banking on leveraging federal, state, or private funds for higher education plans.

Changes references from "college or university" to "institution of higher education" and updates the statutory citation from section 10a-37 to section 10a-173 in provisions governing interdistrict magnet schools operated by independent institutions.

Establishes that interdistrict magnet schools operated by independent institutions of higher education beginning operations on July 1, 2014, with less than 60% Hartford enrollment and trimester-based enrollment receive a per pupil grant of $10,443 for each student enrolled in at least two of three trimesters for the fiscal year ending June 30, 2015.

Requires all institutions of higher education to enter into memoranda of understanding with at least one community-based sexual assault crisis service center and one domestic violence agency by January 1, 2015, to provide free counseling and advocacy services to student and employee victims of sexual assault, stalking, or intimate partner violence.
