Requires prevailing wage provisions in construction contracts for projects receiving state financial assistance, effective January 1, 2016.

Defines financial assistance to include loans, cash payments, tax abatements, guarantees, equity investments, and other financing from the state or state agencies.

Imposes fines of $2,500 to $5,000 per offense for contractors paying below prevailing wages and disqualifies violators from bidding on state-assisted projects for 6 months after first violation or 2+ years after subsequent violations.

Requires Labor Commissioner to predetermine prevailing wage rates and employee welfare fund contributions by town, following procedures in existing prevailing wage law.

Allows state agencies and business organizations to terminate contractor work, withhold payment, or seek restitution for wage violations, with notification to Labor Commissioner within two days.
