Removes the requirement that home care services be provided "within available appropriations," allowing them to be provided regardless of budget constraints, effective July 1, 2015.

Replaces asset limits based on community spouse protected amounts with fixed dollar thresholds: $40,000 for single individuals and $65,000 for married couples, effective July 1, 2015.

Reduces the required contribution to home care costs from seven percent to six percent for individuals both at and below 200% of federal poverty level and those exceeding that threshold.

Exempts residents of affordable housing under the assisted living demonstration project with income at or below 200% of federal poverty level from contributing to care costs.

Clarifies that the Department of Social Services does not need to provide administrative hearings for eligibility denials based on failure to contribute required cost-sharing amounts.
