Establishes a task force to study the effects of prohibitions on hand-held mobile telephone and mobile electronic device use while driving.

Task force shall examine prevalence of such device use while driving, number of citations under section 14-296aa, number and severity of accidents resulting from such use, and adequacy of current fines for enforcement.

Task force membership consists of 10 members including two police representatives, two device manufacturer representatives, one auto insurer representative, one public representative, one insurance trade group representative, one consumer advocate, and two state commissioners (Motor Vehicles and Emergency Services/Public Protection).

All task force appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled within 60 days.

Task force shall submit findings and recommendations to the transportation committee by January 1, 2016, and shall terminate upon submission of the report or January 1, 2016, whichever is later.
