Removes references to "certified" status for foster parents and relative caregivers, retaining only "licensed" designation in statutes governing foster family definitions and permanency planning.

Replaces "differential response program" terminology with "family assessment response program" in provisions requiring developmental and social-emotional screenings for children 36 months or younger, effective July 1, 2015.

Expands the photo-listing and referral process to national "adoption or permanency resource exchanges" rather than solely adoption exchanges, broadening options beyond adoption to include guardianship placements.

Establishes a state permanency resource exchange within the Department of Children and Families to recruit adoptive families and families interested in pursuing guardianship, replacing the previous adoption-only focus.

Requires the Department of Children and Families to screen substantiated abuse and neglect victims under 36 months for developmental delays twice annually using validated assessment tools and refer eligible children to the birth-to-three program or Help Me Grow prevention services.
